Project Description

The objective of the study is to prepare (Financial) Management Information System, IT and communication plan for the DOR. The plan would be a detailed guide for the organization for the short and medium term to strengthen its (Financial) information and communication management through the use of information technology tools.

Assignment Description

Conduct a detailed study of the existing databases at the DoR and review the data collection, storage and reporting processes and mechanism. • Assess the work flows of the DoR’s primary processes and the quality and status of the data management applied to manage these processes • Assess the work flows at the MoPPW in as far as these relate to the DoR’s mandate and the quality and status of the data management applied to manage these processes • Identify and list the core (management) information needs of the Various DoR units, the regional offices and the DRO’s in the areas of planning, monitoring and evaluation, finance, equipment assets, personnel, based on the recently agreed DoR strategies. • Assess the current facilities at the DoR in as far as these support its primary process and, similarly, at the MoPPW-DoR working mechanisms. • Prepare an overall MIS framework describing required database (modifications), information management processes and responsibilities (regarding collection, storage, processing, analysis, reporting of data) and communication channels. MIS framework should include how data will be utilized and by whom with clear responsibilities of the concerned units of the DoR • Identify the parameters for an agency-wide FMIS extensions program based on the current PFMS of the RMDP. The proposed FMIS should be compatible with FCGO accounting software and accounting system to cover all DoR divisions, units and project offices. • Identify a ‘minimum needs’ package of hardware, software, services for special applications, training and implementation support/maintenance services in order to operate the MIS/PFMS. A bid document with specifications for software and hardware packages including training and maintenance requirements for procurement purpose should be prepared. • Prepare a suitable (F)MIS and IT implementation plan including for the DoR distinguishing short, medium and long-term targets and highlight the conditionality for an effective (F)MIS at every stage of its development • Identify the MIS MIS/IT training needs among DoR staff • Prepare a suitable network management and maintenance plan including the resources required to carry it out • Provide concrete options and recommend arrangements on how the MIS/IT system can be operated and effectively sustained after RMDP-ISC closure
