The government of Nepal is currently reviewing policy options for financing universal health coverage. The country has been facing high and impoverishing out-of-pocket health spending. Bringing this cost of use down is necessary to increase access to health services by the poor and other marginalized groups, including women. The government is launching pilot program on universal health insurance in few districts of the country to check the viability of the plan to provide subsidized health care services to the public. The World Bank is implementing an impact evaluation project to assess the effect of the pilot health insurance scheme on uptake, utilization of health facilities and out of pocket expenditures. The purpose of this assignment was to manage all aspects of the baseline household and community level data collection for rigorous impact evaluation of a health insurance pilot program in Nepal.
