Capacity assessment, preparation of a capacity development plan, and capacity development activities on Gender Responsive Budgeting (GRB) and Aid Effectiveness (AE) for government agencies, training institutions and gender advocates (Training and Workshop)

Project Description

The focus of the project is on Gender Responsive Budgeting linking with the aid effectiveness agenda for contributing to gender equality. Following are the objectives of this initiative:
• To conduct a capacity assessment and prepare a capacity development plan on GRB and Aid Effectiveness.
• To conduct capacity development activities for government officials, training institutions and gender equality advocates on GRB and Aid Effectiveness.
• To build the capacity of gender equality advocates to use GRB tools in monitoring gender equality instruments and measures and to track budgets (both donor and government) in Nepal.
• To conduct preparation activities for the 4th High Level Forum (HLF) on Aid Effectiveness (AE) 2011.

Assignment Description

Following activities have been proposed as per the decision of GRBC under this initiative: • Conduct a GRB capacity assessment of planning, programming and budgeting section of government machineries, gender equality advocates and training institutions. • Develop a capacity development plan on GRB and Aid Effectiveness. • Methodology finalization workshop • Situation analysis • Report and plan preparation • Report and plan validation workshop • Report finalization • Training on the application of GRB and Aid Effectiveness at different levels. • TOT on the application of GRB and Aid Effectiveness for training institutions and personnels-2 (Residential) • Training on the application of GRB and Aid Effectiveness to government planning and budgeting officials-2(Residential) • Capacity development of gender equality advocates for using GRB in monitoring gender equality measures and instruments and tracking budgets (both donor and government) in Nepal. • Capacity development of gender equality advocates-2 (Residential) • Conduct preparation activities for the 4th HLF on AE 2011. • Organization and facilitation of consultation workshops-1-2 • Reporting of workshop proceedings.
