Conducting Study to Review the Budgetary Allocations of the Government for Excluded Women for Government Agencies, Training Institutions and Gender Advocates, UNIFEM

Project Description

Main objective of this initiative is to conduct a study on the GoN’s budget allocation that would be benefitting the excluded groups of women. The study will analyze the status, patterns, and direction of the budget allocation for three years i.e. fiscal year 2007/08, 2008/09 and 2009/2010. In addition, the study will explore the potential areas of interventions for the empowerment of excluded women through focused programme and concerted budgeting linking it with aid effectiveness.

Assignment Description

The scope of the study is to undertake a review of the budgetary allocations of the GoN for excluded women (janajati, dalit, madhesi, etc.). Following activities have been proposed as per the decision of GRBC for this purpose: • Form an Advisory Committee comprising MoF, GRBC, National Planning Commission, Ministry of Women Children and Social Welfare, National Women Commission, Central Bureau of Statistics, and Civil Society Organization working on gender equality and GRB. • Develop methodology of the study in consultation with the Advisory Committee and UNIFEM. • Carry out the study to analyze the status, pattern, and direction of the budget allocation for three years i.e. fiscal year 2007/08, 2008/09 and 2009/2010 of all ministries. Budget outputs study will be conducted for fiscal year 2007/08 and 2008/09 as a follow-up on the outcome of the implementation of the allocated budget. • Carry out focus group discussions and key informant interviews with relevant stakeholders. • Prepare a draft report for discussion with advisory committee, GRBC, UNIFEM and update the draft report with their suggestions/feedback. • Prepare a final report on the findings of the study. The findings should include the recommendations on the program formulation, budgetary allocations, disbursement, and implementation for excluded groups of women. • Disseminate findings with the relevant stakeholders for advocacy and action.
