Consulting Service for MEDEP-III Policy Review and Development

Project Description

The Micro-Enterprise Development Programme (MEDEP), supported by the Ministry of Industry (Nepal Government) and the United Nations Development Programme in Nepal, is a multi-lateral donor funded poverty reduction initiative since 1998 that basically supports GoN’s poverty reduction efforts at the grass-root levels by identifying the poorest of the poor. The target groups under MEDEP are poor people, especially women, Indigenous Nationalities, Dalit, Muslim, Other Madhesi groups. MEDEP has been involving these target groups in the micro-enterprises. The main objective of this study is to carry out;
• Prepare a policy document based in the review of the existing policy gaps in MEDEP implementation.

Assignment Description

The scope of the work of proposed study shall include but not limited to the followings: • Review of policy documents like; • Industrial Policy 2067 & ongoing Industrial Enterprise Act • Agriculture, Livestock, Forestry & other relatives policies/acts/guidelines • Identify gaps, and aspects that need to be integrated in the policies above for the micro-enterprises development (agri - & agro-enterprises) • Stakeholder Consultations (Meetings, Key Informant Survey & Focus Group Discussions) • Individual meetings with relevant stakeholders identified • Carry out Key Informant Survey & FGDs with relevant stakeholders, micro-entrepreneurs, & other private sectors in project districts. • Develop draft document identifying gaps and aspects to be integrated • Consultative workshop with stakeholders to obtain feedback • Finalization of the document & submission
