Project Description

EHRP carried out monitoring of the environmental and social activities at three levels – at the household levels, at DL-PIU level and at Ministry CL-PIU level. Environmental and Social safeguard compliance monitoring carried out from DL-PIU/CL-PIU include process reviews/audits, reporting of outputs, quarterly monitoring and social auditing. The Third party compliance monitoring will ensure and evaluate process documentation and implementation of environmental and social compliance monitoring in all stages of project level activities.
The main objectives of the assignment is to evaluate the level of compliance with the World Bank funded EHRP project’s environment safeguard instruments (ESMF/RPF/VCDF) independently. Based on the compliance monitoring, provide a comprehensive assessment report on environmental and social performance by the third-party monitoring agency.

Assignment Description

Phase 1: • Evaluated the overall implementation of the EHRP’s environmental and social safeguard requirements and state of compliance with the ESMF/RPF/VCDF independently • Check and evaluate if the steps, process and procedures prescribed in the EHRP’s ESMF/RPF/VCDF has been followed effectively and efficiently • Reviewed the institutional capacity including institutional arrangement, human and other resources put in place for implementation of the ESMF/RPF/VCDF and assess status and effectiveness of implementation. • Identify constraints/ difficulties that have been encountered in the process of implementation of ESMF/RPF/VCDF provisions • Conducted field visit and carried out data collection works of 1,100 households on sample basis • Review of compliance such as preparation of screening reports and their general quality as well as their implementation quality. • Reviewed Environmental and Social safeguard process and audits • Prepared comprehensive project level assessment report on environmental and social performance. • Provided state of compliance on undergoing or completed environmental and social management works as provisioned in ESMF/RPF/VCDF documents and Monitoring indicators of ESMF/RPF/VCDF; and • Developed monitoring and evaluation frameworks, periodic, Performance monitoring, and mid-term or final evaluation of the project. • On the basis of above, assess overall quality, adequacy and effectiveness of ESMF/RPF/VCDF implementation in on-going activities. Phase 2: • Evaluated the overall implementation of the EHRP’s environmental and social safeguard requirements and state of compliance with the ESMF/RPF/VCDF independently • Check and evaluate if the steps, process and procedures prescribed in the EHRP’s ESMF/RPF/VCDF has been followed effectively and efficiently • Reviewed the institutional capacity including institutional arrangement, human and other resources put in place for implementation of the ESMF/RPF/VCDF and assess status and effectiveness of implementation. • Identify constraints/ difficulties that have been encountered in the process of implementation of ESMF/RPF/VCDF provisions • Conducted field visit and carried out data collection works of 272 households on sample basis • Conducted Focus Group Discussion (FGD), Stakeholder Consultation and Site Inspection of the houses under construction on sample basis • Review of compliance such as preparation of screening reports and their general quality as well as their implementation quality. • Reviewed Environmental and Social safeguard process and audits • Prepared comprehensive project level assessment report on environmental and social performance. • Provided state of compliance on undergoing or completed environmental and social management works as provisioned in ESMF/RPF/VCDF documents and Monitoring indicators of ESMF/RPF/VCDF; and • Developed monitoring and evaluation frameworks, periodic, Performance monitoring, and final evaluation of the project. • Prepared and submitted Final Report
