Detailed Feasibility Study of Irrigation Sub-projects of Central Development Region

Project Description

The Department of Water Resources and Irrigation has launched the Project with a view to develop irrigation facilities in the medium type irrigation schemes that is 25 to 200 ha in the hills and mountains and 200 to 2,000 ha in the Terai (Plain) region. The Government of Nepal is investing her own resources in the development of new irrigation projects as well as rehabilitation/ extension of farmers managed irrigation systems (FMIS) in all 75 districts of the Country. The main objective of the Project is to lower current poverty level to the target level through increase in agricultural production by providing irrigation facilities in the new areas as well as by improving the existing FMISs.

Assignment Description

Conducted engineering survey and prepared detailed feasibility/detailed design, cost estimates and design drawings of 25 small-scale irrigation sub-projects covering 1729 ha command area in Central Development region of Nepal (under this consulting contract) in the hills, mountains and Terai areas of 12 project districts. The detailed feasibility/detailed design included preparation of GIS based command area maps, socio-economic and environmental information, engineering design works, design drawings, unit rates for construction items, quantity and cost estimates. The following tasks were undertaken: • Carried Water Balance computations using MIP and relevant methods for gauged and ungauged catchments considering upstream and downstream water rights scenario. • Computed Crop Water Requirements using Penman Monteith equation with local climatological data. • Derived Irrigation Water Requirements and Water Balance for available water in the source and crop water requirement for the designed crop calendar. • Prepared Infrastructure Development Plan of the sub-project including intake, main and branch canals, command area, water regulation and control systems, river training and protection measures, etc. • Prepared Operation and Maintenance requirements for the sub-project • Prepared Agriculture Development Plan for enhancing productivity relevant to the designed crop calendar. • Prepared crop budget with and without irrigation system and evaluated benefit/cost ratio and economic internal rate of return (EIRR). • Prepared Gender and DAG Inclusion plan for the sub-project area. • Prepared institutional status of the sub-project and Institutional Support Plan • Assessed Environmental condition of the area and prepared environmental mitigation plan and included the cost in the estimate. • Verified resettlement issues in the sub-project area, if any, and proposed for resettlement plan. • Prepared Cost estimate including rate analysis, identification of material source point, transportation cost, etc. • Prepared project implementation schedule and implementation arrangements.
