Detailed Technical Studies For Cost Effective Watershed Management to Control Sediment in the Terai rivers

Project Description

Community Based Flood and Glacial Lake Outburst Risk Reduction Project (CFGORRP) is a joint undertaking of the Government of Nepal (GON), Global Environment Facility (GEF) and the United Nations Development Programme (UNDP). The Project is being implemented by Department of Hydrology and Meteorology (DHM). The project working areas include Solukhumbu in the hill and Mahottari, Siraha, Saptari and Udayapur districts in the terai region.
To reduce human and material losses from Glacier lake Outburst Flooding (GLOF) in Solukhumbu district and catastrophic flooding events in Terai and Churia Range, the Project has been streamlined into two main Components. Component I is specifically aligned towards reducing GLOF risks arising from Imia Lake whereas Component II aims to reduce human and material losses from recurrent flooding events in the four flood prone districts of Terai.

Assignment Description

The main works carried out by the consultant: • Organized consultative meetings with flood-affected communities, VDCs, CBOs, Local government authorities, line agencies and development partners to generate information on flood vulnerability with special focus on women, poor and the marginalized to verify, validate and assess that the study focusses on the flood-affected communities on a priority basis within the study area. • Consult with key stakeholders (government bodies, line agencies DSCWM and DWIDP, local communities, DDCs, VDCs, development partners and practitioners that are working in the areas of DRR/M, such as UNDP, ICIMOD, Practical Action etc. on ongoing programmes, the lessons, constraints and challenges on Flood Management in the study area. • Collate and updated information and reports of DSCWM, DWIDP, ICIMOD, DHM, WECS, and other organizations on flood hazards in the river basins in the study area with field verification to assess flood vulnerability and its management by using participatory vulnerability and risk mapping as a tool for engaging communities and increasing their knowledge about flood risks and management options. • Undertaken a through desk review to collect baseline information of flood prone areas downstream of Rivers (Ratu, Khando, Gagan, Kong) and conduct rapid physical and socio-economic vulnerability analysis with field visits for assessment and verification of all relevant scientific information and data to assess flood vulnerability and inundation and its consequences n the study area. • Reviewed local knowledge on flood/ inundation risk management, the existing capacity to mitigate and respond to flood and inundation events, identify gaps and recommend capacity building training and awareness needs at the community/ local administration level. • Undertaken a detailed technical studies and cost effective watershed management measures (both structural and non-structural) with suitable engineering designs including cost estimate for sediment control at source for stabilizing aggradation/ degradation of river reaches and hazard prone slopes/ river banks with site specific measures within the study area. • Shared the findings of the technical studies with relevant DDC and collaborating partners for generating ownership from the early stage. • Identified other pertinent scope of works that needs to be carried out before flood risk reduction activities during the tenure of the Project. • Based on the above assessment, prepared a draft report to present the findings to PMU/DHM, PEB and partners for further comments. • Finalized the report incorporating all the comments and feedbacks and submitted final report to PMU for acceptance.
