The Concept of RAP is to:
• bring the service to the user; provide physical access (roads, trails, bridges); provide transport to carry the user to the service; and overcome non-physical barriers which restrict access to the service
The road is to be constructed following LEP (low cost, environment friendly and participatory) and Green Road approach that RAP has adopted, with certain minor changes calling it RAP Approach. The design and construction will also incorporate certain approaches of Green Road Concept, such as:
• simultaneous design and construction; phased construction technique; cut and fill method for mass balance; priority on soft engineering structures; incorporation of bio-engineering; adopt labour-based construction methods and small contracts; use local labours drawn from immediate zone of influence (one and half hour walk on either side of the road); priority on poor, destitute, marginal, occupational caste, ethnic people, family with disabled member and women; and environment friendly roads.
