Environmental Impact Assessment and Implementation of EMP in Hile-Bhojpur Feeder Road Project

Project Description

The Concept of RAP is to:
• bring the service to the user; provide physical access (roads, trails, bridges); provide transport to carry the user to the service; and overcome non-physical barriers which restrict access to the service
The road is to be constructed following LEP (low cost, environment friendly and participatory) and Green Road approach that RAP has adopted, with certain minor changes calling it RAP Approach. The design and construction will also incorporate certain approaches of Green Road Concept, such as:
• simultaneous design and construction; phased construction technique; cut and fill method for mass balance; priority on soft engineering structures; incorporation of bio-engineering; adopt labour-based construction methods and small contracts; use local labours drawn from immediate zone of influence (one and half hour walk on either side of the road); priority on poor, destitute, marginal, occupational caste, ethnic people, family with disabled member and women; and environment friendly roads.

Assignment Description

The services provided by the Consultant included, among others, the following: • Collection, examination, review and analysis of existing Reports, Maps and Data • Evaluation and Identification of Existing socio-economic and environmental constraints and issues and finding development constraints and potentials • Technical Discussion with RAP Advisors and with other Relevant Authorities on RAP approach of road construction (LEP Approach); • Formulation of Study Plan • Scoping Exercise along the road carrying out social awareness and social sensitization regarding the road, its modalities, benefits to local people, and learning from them what are important physical, biological and socio- economic environmental issues that should be considered with priority. Complete walkthrough survey was carried out assessing important and sensitive environmental issues to be considered in the EIA Study. In every 13 villages, community discussion and Scoping Meeing was conducted. • Preparation of EIA Scoping Document and Terms of Reference and received approval from MoPE • Field Survey and Investigation for collecting baseline data. Thorough household survey was carried out to document wide range of socio-economic and demographic data of the area. This was analysed to find if labour availability and participation by women was possible. • detailed physical and biological environmental data were collected • Data were analysed, positive and negative impacts identified and predicted, appropriate site-specific mitigation measures developed, prepared monitoring plan and EMP for implementation. • Public consultation was carried out by organizing public hearing at five locations covering all the 13 VDCs. • Draft EIA Report prepared and kept open to public • Received comments from Client and prepared Draft Final EIA Report and submitted to MoPE • Received approval on EIA Study from MoPE and submitted Final EIA Report to the Client.
