Feasibility Study and Plan Preparation of Birgunj Bypass Road Corridor Development Connecting the Dry-Port and the Tribhuvan Highway

Project Description

There is an urgent need to construct a Bypass Road from the Dry-port to Tribhuwan highway to reduce congestion in the core area of Birgunj while transporting goods to and from the Dryport. The Department of Roads/Asian Development Bank (DOR/ADB) has already proposed a 10.8 km long Bypass road to connect dry port with Tribhuwan Highway.

The construction of the road through the conventional land acquisition method not only requires a huge government fund, but also displaces many families thus creating social problem. Therefore, participatory Land Pooling technique is deemed more attractive to acquire both road space and develop the entire corridor with neighborhood level infrastructure, thus benefiting a large number of local residents.

In this context the present study has been carried out to examine/survey major physical, social and economic variables along the proposed road alignment and propose a suitable corridor development plan through the concept of Land Pooling Scheme.

Assignment Description

The main works conducted under the study are: • Conduct Feasibility Study corridor development through Participatory approach • Propose suitable Development Pattern • Prepare Detailed Project Proposal (DPR) of the entire Corridor The works carried out in detail are: • Study the existing condition of physical and social infrastructure within the Project Area • Collect and study cadastral maps topographical maps, Aerial photographs, ortho-photos, base maps and relevant reports • Collect sufficient relevant information from concerned authorities about their activities and programs related to infrastructure development for about 4-5 years. • Collect data on land ownership and land distribution from Land revenue Office and Survey Offices. • Locate the existing built of areas and locate land development pockets within the study area. • Prepare a proposal for infra-structural development along with land development plan for the whole area • Prepare a model land readjustment plan of a stretch of 1Km with different alternative schemes and their analysis • Prepare a Land Development Plan including long-term and short –term action plan. • Prepare a detail layout plan, design, Bill of quantities, Cost estimate of work activities • Prepare a Land Contribution Plan for different proposed schemes • Recommend modes of implementation and institutional arrangements necessary for Project
