Feasibility Study of Establishment of Seed Buffer Stocks in Nepal (RFP NO.: IWRMP-AF/DOA/S/QCBS-25; GRANT NO.: H902-NEP)

Project Description

The main objective was to carry out feasibility study for the establishment of seed buffer stocks with sufficient detail and technical coverage so that government implemented the policy of seed buffer stock establishment in suitable locations of the country. The aim of establishing seed buffer stock was to serve as an emergency seed stock in the times of uncertainties and to stabilize and smoothen supply situation in case of unexpected surge of farmers’ preference towards particular variety of the crops.

Assignment Description

Assessed regional and national commitment of the country in seed supply management • Conducted assessment of national seed demand and supply situation. • Assessed the vulnerability of the farmers/areas due to natural calamities that causes seed crisis in the country. • Assessed the geographical, ecological and political region-wise seed demand, production and supply and assessed the regional disparity in this matter. • Assessed the optimum number and capacity requirement to establish seed buffer stock across the different region or location of the country. • Explored potential options to establish seed buffer stock either improving existing infrastructure or construct in new places. • Assessed the infrastructure, human resource and financial gap. • Proposed the typical design, estimate and layout of the infrastructure required to establish seed buffer stock. • Proposed detail of modus operandi in establishment and operation of seed buffer stock. • Projected the output and impact of establishing seed buffer stock. • Prepared action plan for next five years in establishment of seed buffer stock. • Assessed the feasibility or potentiality or ways of inclusion and involvement of private and community based organization in establishment and efficient operation of seed buffer stock. • Found out potential partners for investment in seed buffer stock. • Arranged resource required for investment and developed resource sharing strategy if private or community based organization are to be involved.
