Groundwater Management and Regulation Policy Preparation

Project Description

Prepare a groundwater management strategy and regulation policy for Kathmandu Valley Water Supply Management Board in line with the authority vested on it as per WSMB Act, which the criteria for groundwater regulations and licensing and strategy toward a long-term groundwater management strategy, based on the research, database and stakeholder consultations.

Assignment Description

Collection of documents and reports of past studies related to groundwater in the Kathmandu Valley and other parts of Nepal. • Extraction and compilation of relevant data on the use of groundwater in the Kathmandu valley form the past studies conducted by different agencies, researchers, and individuals as a part of the consulting assignment, researches, thesis, concept papers, presentation in the national and international seminars • Conduct a desktop review of all existing data and reports on groundwater extraction and groundwater potential within the Kathmandu Valley with more focus on; (a) Optimizing Water Use in Kathmandu Valley Project (Study Report prepared by Melamchi Water Supply Project-ADB TA-Acres International, 2004), (b) Urban Water Supply Reforms in Kathmandu Valley, Groundwater Monitoring Program (Metcalf & Eddy Inc., 2000), and Groundwater Management Project in Kathmandu valley (Japan International Cooperation Agency, 1990). • Collect the deep tubewell data (log, usage etc.) from the various users like Kathmandu Upatyaka Khanepani Limited (KUKL), Hotels, business houses, housing companies, private and government drilling companies, and private and government institutions etc. • Study and analyze groundwater use for deep tube-wells by category (via industrial, Hotels, business, domestic etc.) from the secondary data collected, compiled etc. • Analyze raw as well as processed data available with MWSP and other relevant agencies on Kathmandu Valley groundwater monitoring and assess the status of groundwater levels and its potential at various locations in Kathmandu Valley • Co-ordinate with Ground Water Resource Development Board (GWRDB) and review the studies made by Melamchi Water Supply Project • field visits to sample sources to verify the various forms of data on groundwater and its usage • Based on the study, analysis and stakeholder consultation recommend demarcation for shallow/deep tube-wells especially for household/domestic category use such that licensing arrangement could be made • Update and further develop, if necessary, tools suitable for ongoing management of the groundwater, including model and the database; • Prepare a draft groundwater management strategy and regulation policy for KVWSMB in line with the authority vested on it as per WSMB Act, which includes the criteria for groundwater regulations and licensing and strategy toward a long-term groundwater management strategy, based on the above research, database and stakeholder consultations. • Conduct two stakeholder consultations workshops to obtain feedback from the stakeholders on the draft policy, and incorporate comments as appropriate; • Finalize and submit the groundwater management and regulation policy to KVWSMB for endorsement
