Identification of out of School Children and Possible Measures for bringing them into Formal and Non-formal Education System

Project Description

The primary objective of this study is to identify the out of school children and to suggest possible measures to bring them into formal and non–formal education system of the country. The following are the specific objectives set by the study:
• To identify the out of school children (based on reasons such as poverty, geographical difficulties, socio-cultural factors, disability, language, school environment, attitudinal factors, etc).
• To spell out the roles of various stakeholders (parents, CBOs, NGOs, local bodies) in ensuring education for all
• To explore the affecting factors of non-schooling the school aged children,
• To explore practical measures for bringing out of school children to formal and non-formal education system
• To suggest possible measures for addressing the issues of out of school children to ensure access and quality of education.

Assignment Description

The study has covered the national boundary. The whole country has been divided in 16 clusters for administering the study instruments (five development regions, 3 ecological belts and Kathmandu valley as a separate cluster). • The study has covered the town, cities and villages so as to include the different groups of people and various population densities. • The study has adopted both quantitative and qualitative techniques to carry out the data analysis and interpretation. • The study seemed at disaggregate data in terms of types of school (private/public/management transferred community school), ethnicity, language group, sex and caste etc. • The study has covered out of school primary school children of age 3-9 years. • The study outcomes are expected to be disseminated to relevant institutions (through distribution of the reports and workshop on how to use the study outcomes). • Discussion with students, parents, teachers, SMC members, communities held to collect primary level of information. • The study also used international reports on the approaches to the identification of out of school children and draws its implication from it in the Nepalese context. • A detailed review of relevant pervious studies was carried out. • Based on the outcome of the study, the consultant has suggested measures to be adopted by the concern agencies and institutions • Pre-tested research tools were used while conducting the study.
