Impact Evaluation of Koshi Pump Irrigation System

Project Description

The objective of impact study of the Koshi Pump Canal Irrigation System (KPCIS) is essentially to provide feedback for future planning, policy and project formulation. The main aim of the study is to understand current status in general, analyze performance and assess general impact on agricultural practice in KPCIS. The specific objectives of the study are:
• Assessment of general situation of Pump House, KPCIS including conveyance system and elector-mechanical system and approach roads
• Assessment of Operation and Maintenance Status and Institutional Set-up
• Assessment of impact of water delivery in general.

Assignment Description

Review of overall status of KPCIS and select 3 representative secondary canal on consultation with MOWR and Koshi Pump and Chadranahar Management Division no. 4, Saptari and random sampling with key informants such as technical staff of irrigation office, office bearers of Water User Associations and of the stake holders at three levels; head reach, middle reach and tail reach. • Assess general situation and present status of main physical infrastructure such as pumps, canal system, approach roads, electro- mechanical system etc. • Evaluate overall performance • Identify major technical and / or socio economical threats, if any, existing on the functioning of the system, propose solution measures. • Assess general status of institutional/organizational set up of agency and WUG to assume O&M responsibilities. • Identify issues and problems that are providing hindrance for smooth operation and efficient use of the KPCIS. • Obtain schedule operation, energy consumption pattern and budgetary arrangement for operation of pumps. • Obtain proposed and actual irrigate area of the KPCIS and identify problems if gap exists. • Assess water availability in the command area of the project. • Assess irrigation service fee collection practices and prepare reports inclusive of photo documentation.
