Impact Study of Command Area Development Works of Bagmati Irrigation Project

Project Description

The Bagmati Irrigation Project was first formulated as a priority project in the Sunkoshi Terai Project for which a master plan study was carried out by UNDP-FAO during the period from 1967 to 1972. In 1979/80, BIP was again reformulated under technical assistance financed by German Agency for Technical Assistance (GTZ). Since the command area of the Project large (about 122,000 ha) and the investment requirements are high for the development of irrigation facility, HMGN decided to develop BIP in the following two phases, with Phase I – divided in two stages. The present study was limited to 8,000 ha of the BIP.

Assignment Description

examine issues concerning the efficiency, effectiveness and impact of surface water irrigation, • assess the appropriateness and relevance of the design inputs and implementation arrangements as well as the sustainability of infrastructures, • assess the impacts of project and identify the potentialities to develop similar projects, • assess the strength and weakness of the project addressing the targeted and actual facilities developed, • assess the actual number of households benefited and level of participation and involvement of women, poor families and under privileged castes in the project activities addressing their attitude towards such projects and future perspective, • recommend the future course of actions as a part of guidelines to BIP keeping in view of sustainability, operation and maintenance, long-term and short term-needs etc • Study of overall socioeconomic benefits from the projects. • Carry out the Social Impact Assessment in the command area after the launching of the programme • Assessment of potentialities created by the projects for various development activities. • Study of effectiveness of large surface irrigation systems in the light of sustainability, operation and maintenance, users participation requirement and its availability. • Field observation to assess the recorded area and actual area under irrigation. • Field observation to assess various development activities created through this project. • Recommendation to the BIP about future course of action.
