Project Description

Disaster Risk Reduction and Management act, 2017 constituted a separate and dedicated entity, National Disaster Risk Reduction and Management Authority (NDRRMA) to take charge of nationwide disaster risk management functions. The authority was designated with responsibility to operationalize disaster risk reduction planning, response and recovery programs. As such, the NDRRMA secured fiduciary assistance from the World Bank Group’s International Development Agency (IDA) to realize Earthquake Housing Reconstruction Project Second Additional Financing (EHRPAF2) interventions so as to provide improved hands-on support for multi-hazard resilience and adaptation. The AF also provisions structural integrity and multi-hazard risk assessments of public/social infrastructures including schools, health and governance facilities:

The principal objective of the consulting service is to perform comprehensive monitoring, evaluation, verification, analysis and reporting of Rapid Visual Screening (RVS) process and data in order to facilitate the required levels of quality assurance and project performance against actual plan. The specific objectives are to:
• Create standardized methodology, operational plan and reporting templates for the proposed monitoring works.
• Provision training program on mobile application and data management for RVS surveyors to aid production of quality data from coordinated screening assessments.
• Institutionalize desktop, remote and field level verification system for assessing the quality of surveyed data.
• Conduct routine monitoring and validation of data quality, and recommend the project for continued improvements.
• Scrutinize the data gathered by survey firms in terms of risk and vulnerability of each surveyed facilities.
• Communicate with NDRRMA and EHRP-PIU regarding progress, findings and feedbacks through periodic reports and deliverables as mentioned in ToR

Assignment Description

The Consulting firm undertook the overall responsibility for implementing and managing monitoring assignment, which included methodology design, training tools preparation, developing/conducting training program, data quality assessment, field verification, information analysis and reporting. Specifically, the scope of services comprised of the following major tasks in reference to the TOR: • Training of Surveyors and Exerts • Reviewed the survey application, web-reporting system, geo-reference platform and operational guidelines/standards developed for RVS surveys; • Prepared structured modules, curriculum, manuals and materials for a 3-day training program; • Provided intensive training to executing partners (Surveyors, Experts and Client) in line with agreed training plan, module and materials; • Coordinated with the Mobile App Firm, Geo-reference Firm and the Web Reporting Firm Specialists to deliver the training. • Survey Data Monitoring and Verification • Prepared quality assurance and control plan to monitor quality of data generated by survey firms; • Conducted verification of 10,833 number of Facilities comprising a total of 28,799 public buildings; • Conducted desktop and remote (phone or online meetings) verification of the data transmitted into central web-based platform and report inconsistencies/errors to respective survey firms; • Checked that all data format inputs (text, numbers, images, and GPS coordinates) are correctly entered/reported into web-reporting system; • Conducted spot observation (physical verification) of 657 facilities using approved format and validate accuracy of survey firms’ data collection and quality monitoring system; and 2,579 facilities were remotely verified (through phone or online meetings) • Identified timely the quality backlogs and deviation in the RVS implementation, and suggesting corrective action to be administered by the Survey Firms; • Provided necessary technical support to survey teams to collect and correct the survey data as required; • Consolidated data gathered during the field assessment in coordination with Survey Firms; • Kept the EHRPAF2 project unit team updated of the weekly progress against the work plan. • Risks and Vulnerability Analysis • Collated, processed and analyzed the surveyed data in appropriate statistical software to examine the risks and vulnerability; • Categorized each facilities investigated based on risk, vulnerability and occupancy; • Prioritize the buildings (or facilities) for the level of further assessment. The Consultant prepared and submitted the Final Report of Multi-hazard risk and vulnerability assessment containing the entire monitoring processes, quality outcomes, dataset organization, risk analysis and investment plan.
