Disaster Risk Reduction and Management act, 2017 constituted a separate and dedicated entity, National Disaster Risk Reduction and Management Authority (NDRRMA) to take charge of nationwide disaster risk management functions. The authority was designated with responsibility to operationalize disaster risk reduction planning, response and recovery programs. As such, the NDRRMA secured fiduciary assistance from the World Bank Group’s International Development Agency (IDA) to realize Earthquake Housing Reconstruction Project Second Additional Financing (EHRPAF2) interventions so as to provide improved hands-on support for multi-hazard resilience and adaptation. The AF also provisions structural integrity and multi-hazard risk assessments of public/social infrastructures including schools, health and governance facilities:
The principal objective of the consulting service is to perform comprehensive monitoring, evaluation, verification, analysis and reporting of Rapid Visual Screening (RVS) process and data in order to facilitate the required levels of quality assurance and project performance against actual plan. The specific objectives are to:
• Create standardized methodology, operational plan and reporting templates for the proposed monitoring works.
• Provision training program on mobile application and data management for RVS surveyors to aid production of quality data from coordinated screening assessments.
• Institutionalize desktop, remote and field level verification system for assessing the quality of surveyed data.
• Conduct routine monitoring and validation of data quality, and recommend the project for continued improvements.
• Scrutinize the data gathered by survey firms in terms of risk and vulnerability of each surveyed facilities.
• Communicate with NDRRMA and EHRP-PIU regarding progress, findings and feedbacks through periodic reports and deliverables as mentioned in ToR
