Monitoring and Evaluation of Road Maintenance Works Executed by Road Agencies, Package:2 Road Agencies located on Western, Mid-Western and Far-Western Development Regions (65 Agencies)

Project Description

Road Board Nepal which was established under Road Board Act (2002) and has been officially active since January 2003 has the main objective of collecting and generating adequate funds for the renovation and maintenance of roads through the help of various road agencies in all part of the Nepal. The work of the RBN is very wide and it has wide area of network and Department of Roads (DOR), District Development Committee(DDC), Municipalities Committee(MC) and Local Infrastructure Development and Agricultural Roads (DoLIDAR) cooperates, supervise and monitor the work carried out by RBN. In order to desirable satisfaction and sustainable performance of work, RBN has decided to call for proposal for Monitoring and Evaluation of Road Maintenance Works Executed by Road Agencies.
The main objective of the project is to review the prevailing Monitoring and Evaluation reports and conduct detailed Monitoring and Evaluation of road maintenance work executed by road agencies in the FY 068/069
• To build the indicators that insures clear means of evaluation of road maintenance works (Planning, Programming, Budgeting, Operation, Monitoring and Evaluation, etc.) carried out by Road Agencies.
• To ensure the quality of works performed according to the prevailing standards specification of Roads and Bridges I Technical Specification of Agriculture and Rural Roads.
• To analyse the information obtained and interpret the findings towards evaluation of the best performing Road Agencies, provide feedback and recommend effective and efficient process for road maintenance works.

Assignment Description

The main scope of works are: a) Consultant has reviewed the prevailing Monitoring and Evaluation reports and prepared indicators for assessment of the present job as per ToR. b) Consultant has carried out the monitoring and evaluation works as per the prevailing Acts, Regulations, Directives and Board's decisions and needs: • To verify the Road and its location as per the approved annual program. • To ensure compatibility with Approved Program, Bill of Quantity (BOQ) and Work Completion. • To ensure compliance with stipulated design, standards and norms, if any. • To ensure that the works are carried out under sound engineering practices. • To ensure compliance with the Public Procurement Act - 2063 and Public Procurement Regulation - 2064, Roads Board Regulation - 2060, Roads Board Guidelines - 2061, Roads Board Executive committee's Decisions. c) Consultant has studied and evaluated annual program, budgeting and disbursement as per the accepted rules and regulations. If needed suggestions on improvements of road maintenance works be provided. d) The consultant has carried out monitoring and evaluation works with high degree of precision and accuracy and thus report accordingly.
