The government of Nepal is currently reviewing policy options for financing universal health coverage. The country has been facing high and impoverishing out-of-pocket health spending. Bringing this cost of use down is necessary to increase access to health services by the poor and other marginalized groups, including women. The government has launched a Social Health Security Programme, (SHSP) (insurance) in various districts from 2015 to provide subsidized health care services to the public.
The World Bank is implementing an impact evaluation project to assess the effect of the pilot health insurance scheme on uptake, utilization of health facilities and out-of-pocket expenditures. The baseline data was collected in 2014 from three districts (Ilam, Kailai and Baglung) where insurance was initially implemented and also from Gorkha, Kapilvastu and Udaypur as counterfactual districts for quasi-experimental design.
