Pre-feasibility Studies for Establishment/Construction of Inland Clearance Deports (ICDs) at Different 4 Potential Customs Offices at Sarlahi, Rajbiraj, Gaur and Maheshpur

Project Description

Carried out a comprehensive pre-feasibility study; to conduct survey and prepare design drawing and tentative cost estimation of feasibility study; to prepare for feasibility study for establishment/construction of Inland Clearance Deport and other associated infrastructures services so as to improve the quality of life of people and socio-economic condition of the region.

Assignment Description

Review the basic principles of ICDs as practiced world over, especially in successful neighboring countries, • Review traffic and commodity flow data available from customs, • Prepare short-term (5 years), medium-term (10 years) and long-term (25 years) forecasts of freight and truck traffic based on the expected increase in exports and imports at the location. • Prepare general cost estimates for infrastructure in each area, • Examine possible options select best site for ICDs within the given area based on concept of ICDs, available information and field inspection, • Identify size, exact location and demarcation of required land, • Prepare proposals for site planning, required land improvement, • Examine options for providing the required level of services at the ICD, the facilities and infrastructures required and propose a flow chart of the traffic entering, storage and exiting the ICD after completing all the necessary formalities and a drawing/sketch of the proposed ICD. • Identify type, quality and quantity of required infrastructure with assessment of existing ones (civil, electrical and mechanical, telecommunication, and water supply etc.), • Propose layout of the infrastructures, • Prepare cost estimates for land and all types of infrastructure, • Make an assessment of related administrative services such as post, customs, immigration, labor, insurance, banking etc., • Suggest administrative and organizational arrangements, • Suggest viable implementation schedule, • Prepare financial and economic analysis, • Assess socio-economic impacts of ICD. • Prepare draft TOR for detailed engineering design and preparation of tender documents.
