Considering the fact of non-existence of the expressway to travel reliably in estimated travel time from one key destination to the other, the Government of Nepal acknowledged the urgency to explore the possibility of construction of exemplary expressway from Kathmandu to Chitwan rather expressed as the Chandragiri-Chitlang-Palung-Chitwan Expressway (Total Road Length=96.50 Km; Design Speed=80- 120 kmph; Total Tunnel Length=29.80 km, Twiin Tunnel (No. of Tunnels=9 Nos.; Maximum Tunnel Length of Single Tunnel=13.2km with Dia=10m); Total Bridge Length=9530.00 m (No. of Bridges=30 Nos.; Maximum Length of Bridge=1300m). The project was undertaken by the Investment Board Nepal (IBN). Chandragiri-Chitlang-Palung-Chitwan Expressway is a four lane standard road from Devghat to Kathmandu limiting to 100 Kilometers in distance and approximately an hour of travel time. This expressway is a part of the mega project to connect Belhiya at the border point with India in the south to Kathmandu and Pokhara to facilitate rapid movement of people and goods and to promote tourism industry in the country.
The main objectives of the consultancy service were:
• To perform technical feasibility comprising technical evaluation of alternatives including components and preliminary designs.
• To identify new and appropriate technologies (road, tunnel, bridges etc.), materials sources and preliminary estimates of construction based on similar projects, operation, and maintenance costs.
• To perform economic and financial viability comprising evaluation of project benefits and costs, and the analysis of the project’s return in economic and financial terms.
• To assess the environmental and social impacts of such expressway as well as remedial/mitigation measures to strengthen environmental integration and social welfare
• To identify and recommend an institution which will own and operate the completed infrastructure to ensure the sustainability of the completed project.
• To evaluate suitability of the project to be developed as a PPP Project and appropriate modality
