Pre-Feasibility Study of Chandragiri-Chitlang-Palung-Chitwan Expressway

Project Description

Considering the fact of non-existence of the expressway to travel reliably in estimated travel time from one key destination to the other, the Government of Nepal acknowledged the urgency to explore the possibility of construction of exemplary expressway from Kathmandu to Chitwan rather expressed as the Chandragiri-Chitlang-Palung-Chitwan Expressway (Total Road Length=96.50 Km; Design Speed=80- 120 kmph; Total Tunnel Length=29.80 km, Twiin Tunnel (No. of Tunnels=9 Nos.; Maximum Tunnel Length of Single Tunnel=13.2km with Dia=10m); Total Bridge Length=9530.00 m (No. of Bridges=30 Nos.; Maximum Length of Bridge=1300m). The project was undertaken by the Investment Board Nepal (IBN). Chandragiri-Chitlang-Palung-Chitwan Expressway is a four lane standard road from Devghat to Kathmandu limiting to 100 Kilometers in distance and approximately an hour of travel time. This expressway is a part of the mega project to connect Belhiya at the border point with India in the south to Kathmandu and Pokhara to facilitate rapid movement of people and goods and to promote tourism industry in the country.
The main objectives of the consultancy service were:
• To perform technical feasibility comprising technical evaluation of alternatives including components and preliminary designs.
• To identify new and appropriate technologies (road, tunnel, bridges etc.), materials sources and preliminary estimates of construction based on similar projects, operation, and maintenance costs.
• To perform economic and financial viability comprising evaluation of project benefits and costs, and the analysis of the project’s return in economic and financial terms.
• To assess the environmental and social impacts of such expressway as well as remedial/mitigation measures to strengthen environmental integration and social welfare
• To identify and recommend an institution which will own and operate the completed infrastructure to ensure the sustainability of the completed project.
• To evaluate suitability of the project to be developed as a PPP Project and appropriate modality

Assignment Description

Review the context for the project, Carried out Desk study including the current institutional framework • Prepared preliminary engineering design of the Road section, Tunnel section, Bridges and other roadside facilities and furniture • Prepared Typical cross-sections and details • Analyzed the geo-technical aspects of the alignment and suggest on the preliminary design of road, bridges and tunnel sections along the proposed alignments. • Provided preliminary designs of bridge, tunnels and other structures required along the proposed alignments. • Market Assessment and relevant case studies • Determined the current demand of the system and analyze the supply side of the project to forecast the demand for design year. • Conducted preliminary environmental assessment of the proposed alignments and suggest required activities for the development of the project ahead. • Conducted preliminary social impact assessment along the proposed alignments and suggest possible necessary plans and mitigation measures for the development of the project. • Prepared economic and financial feasibility analysis of the proposed alignment and prepare qualitative value for money assessment. • Identification of the various cost component of the project and prepared Cost estimate, Bill of quantities and Estimated project cost • Analysis of the various revenue components of the project. • Developed basic financial and economic results (IRR, NPV, PBP, DSCR, B/C ratio etc.) • Carried out sensitivity analysis and Calculation of EIRR • Preparation and submission of Inception, Field, Draft and Final Reports
