Preparation of Detailed Planning Report of Land Pooling Scheme, Chovar to Satungal (Approx. 8000 ropani)

Project Description

The concept of Outer Ring Road within the periphery of Kathmandu Valley has been proposed since a decade back following rapid urbanization and increase in population in the old and new settlements outside the present Ring Road. The new project has been conceptualized in such a way that it would ensure infrastructure facilities for 150,000 persons along with necessary measures for environmental conservation and economic opportunities.

The Outer Ring Road scheme has planned to construct an eight-lane road, with 50 meters wide Right-of-way, while 250 meters of land on both sides of the road will be pooled for its development. The Outer Ring Road is therefore proposed for two components: a) construction of the main road having 50m of Right of Way, b) development of 250m of the land on 250m of the land on either side of the road through the concept of land pooling. The total width in consideration is 550m.

In this context the present study has been carried out to examine/survey major physical, social and economic variables along the proposed road alignment and propose a suitable corridor development plan through the concept of Land Pooling Scheme for Chovar to Satungal Section for approximately 6.5 km (482 Hectares). Total Project Cost NRs. 2,925.9 millions.

Assignment Description

The main works conducted under the study are: • Based on the inventory of the existing situation, prepare alternative scenarios for the preparation of land readjustment plan. • Provide developed plots by making a land readjustment plan within the corridor of influence, which is usually 250m on either side from the edges of the right of way. • Prepare a Detailed Planning Report (DPR) of the Project. The works carried out in detail are: • Study the existing condition of physical and social infrastructure within the Project Area (482 Hectares). • Collect and study cadastral maps topographical maps, Aerial photographs, ortho-photos, base maps and relevant reports • Collect sufficient relevant information from concerned authorities about their activities and programs related to infrastructure development for about 4-5 years. • Collect data on land ownership and land distribution from Land revenue Office and Survey Offices. • Locate the existing built of areas and locate land development areas within the study area. • Prepare a proposal for infra-structural development along with land development plan for the whole area • Prepare a Land Development Plan including long-term and short –term action plan. • Prepare a detail layout plan, design, Bill of quantities, Cost estimate of work activities • Prepare a Land Contribution Plan for different proposed schemes • Recommend modes of implementation and institutional arrangements necessary for Project
