The construction of the Tunnel Road from Kathmandu to Hetauda has been approved by Ministry of Physical Planning and Works (MPPW) using Build, Operate and Transfer (BOT) approach. The Tunnel Road has to provide a short direct route of around 55-65 km with a traveling time of around one to one and half h our from Kathmandu to Hetauda. The newly proposed road should provide a much needed reliable and alternate to existing 21 km: Hetauda-Narayanghat-Mugling-Kathmandu Road. This Request of Proposal provide the core requirements and the detailed information on the project, facilities to be constructed, detailed minimum functional requirements, standards and specification for construction, operation, maintenance and hand over requirements. However, in order to enable the applicant(s) to take an initial assessment of the project, the broad features of the project are outlined below.
• The Concessionaire shall be responsible for the design, engineering, financing, procurement, construction, operation and maintenance of the Tunnel Road in accordance with Concession Agreement to be signed between the Concessionaire and the MPPW.
• The land for the above project been acquired by the government and will be provided to the Concessionaire in lease for the concession period.
• The Concessionaire shall be entitled to collect fee or toll from the users at the rates notified by the MPPW in accordance with the provisions of Concession Agreement.
• On termination of the concession period, the project assets in good operational conditions shall be handed over to MPPW
