Project Description

Due to the population growth, the rate of urbanization has increased very rapidly. However, this trend has not been systematic and well managed. In the process of urbanization, less effort have been given to the land use pattern and physical infrastructures. As a result, it has been seen that urban infrastructures and necessary services have been insufficient and expensive due to the lack of clean, comfortable and managed urbanization.
The main objective of concerned organizations is to implement well-organized and planned processes to reduce the problems created due to unorganized and unplanned urbanization.
The objectives of this study are:
• To convert scattered and improperly sized land to proper sized plots with necessary facilities.
• To provide basic services and facilities to land owners by taking certain ratio of owners’ land.
• Contribute to the planned urbanization by promoting Private-Public Partnership.

Assignment Description

Identification and analysis of problems that exist and can arise in future during land pooling and readjustment processes. • Analysis of the existing processes of land pooling and readjustment, related rules and regulations and the problems arising due to them. • Procedural description of the implementation of recommendations to resolve the problems that arise. • Clarifying the necessity of new Acts and Regulations for land pooling and readjustment on the basis of the studies carried out. • Preparation of proposed Draft Ordinance on land pooling and readjustment. • Study of international literatures and records related to land pooling. • Interactions carried out during the preparation of Draft Report with • Concerned HMGN's offices: Land Pooling Projects, Land Revenue Offices, Survey Department, Ministry of Land Reforms, Guthi Sansthan, Ministry of Population and Environment, District Administration Offices. • Other Stake Holders: Land Owners, Guthis, Real Estate Developers and Builders, Consumers etc. • Legal Experts, Land Administration Experts, SONA, RUPSON etc.
