Preparation of Strategic Basin Management Plan for Gandaki River Basin (SBMP-GRB)

Project Description

The main objective of this Strategic River Basin Management Plan is to provide foundation for managing the watershed resources in a sustainable and equitable way.
The planning objectives will be materialized as intensive documents on the following topics:
• To identify the key issues of the Gandaki Basin and its characteristics.
• To develop a good structure of strategy (including strategy matrix and logframe) in line with national and sectoral plan and policy.
• To suggest on coordination and cooperation mechanism, task and time outline (action of programs)
• To suggest on Institutional framework (comments/suggestions on departmental preparation)

Assignment Description

Document Review: Collect and review existing documents and literatures on the Acts, bylaws (related to Soil conservation and other natural resource management, environment and other related) plans, policies and strategic guidelines, relevant basin management plan (national/international),Gandak Treaty, Forestry sector master plan, 1989, Water Resources strategies, 2002, National water Plan 2005, Nepal Biodiversity Strategy 2002 etc • Collection of secondary data/ information, Preparation of baseline report: Identify and acquire digital data (DOS,1992 ) and free available satellite imaginary data; Collection of land use data, soil data (LRMP), water resources, bio physical, socio economic, and livelihood aspect, income generation activities and relevant data as needed; Preparation of Baseline report on biophysical and socioeconomic domain of Gandaki basin. • Preparation of Map: Preparation of political and physiography map, land use/landcover map,drainage map, soil map, contour map, basin and sub basin map (separately), Digitation of identified hot spots and strategically important features on GIS map; Detail maps for selected watershed (one from each physiographic region); Remote sensing related map using ERDAS imaging software (if only data and software is freely available) • Detail study of selected watersheds with field level consultations and secondary information: Problem and issues of selected watershed (at least one from each physiographic region); Need and requirement (Type and scale) of watershed management activities. Gap on current services; Data/information on population, education, and health, migration, remittance etc; Data/information on disasters, biodiversity (flora and fauna), water resources (major HP, irrigation, water supply), landslide, hot spots, land use pattern, , land and water resources , etc • Frame work for strategic planning: Identification of key issues and problems for its conservation and sustainable use ( Focus on Watershed management components); Identification of Institutional setup , coordination and cooperation and working component • Consultation and workshop facilitation: Consultation with DSCWM team member and key stakeholder as per requirement; Local/district level workshop at central part of selected watershed from each physiographic region taken for in depth study; Pre workshop preparation (checklist, toolkit, questionnaire, stakeholder identification and selection in close co-ordination with DSCWM team); Data verification at field level; Central level workshop (after reviewing key things from local level workshop); Use of consultation workshops, PRA/RRA, Interview, Photographs, Walkthrough and other proven methods for information collection. • Preparation of strategy matrix and log- frame: Preparation of strategy action plan with time frame ( task and time outline) with linkage between Goals, outcomes, targets and strategies; Preparation of log frame in standard form. • Preparation of Strategic Basin Management Plan of Gandaki River Basin: Review of all the datas and issues after consultation and workshop; Explore key issues , problems, needs and opportunity of the Basin area to prepare framework for SBMP-GRB; Preparation of Final SBMP-GRB.
