Project Description

The Bagmati River Basin Improvement Project will improve water security and resilience to potential climate change impact in the Bagmati River Basin. The Project adopts the principles of integrated water resources management (IWRM) and provides Nepal with its first opportunity to apply this policy element since its adoption under the 2005 national water plan. The project will complement the Government of Nepal’s ongoing efforts towards improving the wastewater services in Kathmandu Valley with the overall objective of improving the river water quality in the Bagmati River. The project focuses on priority issues selected by the basin stakeholders. It will be implemented over a period of 5 years.

Assignment Description

The scope of Project Management Design and Construction Supervision Consultants includes: • Project management and institutional development • Advised and assist the PCMU on overall strategic direction, implementation and management of performance, risk management, cost control and scheduling in establishing and maintaining the Project Performance Monitoring System that keep track of the project schedule and implementation performance. • Advised the PCMU of any deviations in the agreed project implementation processes, schedules and agreed activities, and suggest actions that should be taken to remedy these deviations and thereby avoid delays; • Assisted the PCMU to improve and maintain appropriate project performance monitoring, evaluation and reporting systems; • Assisted the PCMU in planning, designing and implementation of social and environmental management programs; • Monitored compliance and assist the PCMU to maintain appropriate fiscal management and monitoring systems and make improvements where necessary; • Assisted the DOI and WECs PIU in establishing the project accounting system and in conducting all the project related accounting, reporting and auditing. • Supported the PCMU in reviewing and updating its overall procurement plan and preparing/finalizing annual procurement and implementation plans, • Advised and assist the PCMU and the PIUs in preparing, inviting, evaluating and negotiating all bids for various consultancy, recruitment of NGOs and construction bids and procurement of goods; • Liaised with other consultant’s package and ensure smooth coordination to carry out activities and Support closely RBO international consultant package that will be supervising the RBO formation and capacity building. • Provided the PCMU an independent monthly reports on implementation and management performance, • Planning and design of civil works • Collection, review and verify all available primary and secondary data, and reports and identify requirements of additional surveys, studies and investigations to develop the detail designs. • Scheduled and prioritize the critical surveys in such a way that the detailed engineering designs can be carried out efficiently and expeditiously without any delay. • Collection of relevant data, information, maps such hydro-meteorological data, socioeconomic data, topographic maps etc., as necessary • Carried out the required additional investigations to upgrade the preliminary designs to detail design including geo-technical investigation, soil survey, ground water investigation i.e. hydro-geological investigation, identification of underground utilities etc. • Carried out topographical surveys, including L-section, X-section of the river at 20 m intervals or as appropriate intervals required for the detailed design and estimate of the structure and facilities to be included under the river beautification works, • Conducted detailed engineering survey for riverside infrastructure to be proposed for the services area with due consideration of the existing facilities • Conducted additional hydrological analysis, model analysis and river flow pattern and flood level calculations required for the final design and estimate of River environment improvement green zoning and provision of flood safety of the riparian banks including river structure such as river wall, launching apron, check dams, river training works • Prepared detailed engineering design, working drawings, cost estimates of River environment improvement green zoning and provision of flood safety of the riparian banks and river beautification components including rehabilitation of existing water regulator • Preparation of landscape development plan along the both side of river bank • Architectural design for recreational park and river side beautification works. • Designed green belt, Ghat, street light, foot path, cycle track, recreational area and amenities including amenities and equipment that may be required • Feasibility Study and Detail Design for expansion of Gokarna WW Plant & Collector system, Gaurighat regulator, Landscaping, Restoration of historic buildings and monuments, Wastewater treatment plant – Tukucha (Phase II- BRBIP-AF) • Construction and dam detailed design preparation supervision • The Consultants discharges Engineer’s duties in administration of the contracts for the design and Build of Dhap dam and Construction of river beautification works in accordance with the provisions of the contract. • Reviewed detail design of both Dhap and Nagmati dam survey and advised DOI on necessary amendments and corrections to be requested to the designers. • Construction supervision of all works contracts; establishing efficient procedures for verifying contractor performance and reporting progress and problems in a timely manner, including quality control reports, quantity survey records, requests for variation or change orders, and claims and invoices, and build the capacity of the PCMU to keep an up-to-date record • Where any contractor deviates /violates the terms and conditions of such contract (s), the Consultant will be required to identify such shortcomings immediately and inform the respective contractor (s) of such deviations/ violations in a timely manner by meeting with and writing to the contractor and requesting be corrected within reasonable time frame to be agreed with BRBIP, • For the duration of all construction activities, and in addition to providing daily guidance and mentoring, the Consultant conducts monthly meetings and inspection sessions to review the implementation of Quality Control mechanisms; • Checked all invoices or payment requests from the contractors to ensure that they are accurate and tenable under the contract, and submit to BRBIP with payment certificate or return to the Contractors with advice for revision and resubmission as necessary. • Ensured that the construction methods proposed and adopted by the contractor for carrying out the works are in accordance with the contract and specifications and are satisfactorily implemented in accordance with prevailing standards and best practice, and request/ approve improvements from the contractors where necessary • Prepared and issue monthly and quarterly progress reports including progress on delivering the output
