Road Improvement Project; (i) Upgrading of Sanfebagar-Mangalsen Road and (ii) Upgrading of Sanfebagar-Martadi Road

Project Description

Road Improvement Project is one of current major road upgrading projects of Department of Roads. It includes upgrading and construction of about 500 km feeder roads in 8 stretches of the Strategic Road Network (SRN). This component includes Sanfebagar-Mangalsen and Sanfebagar-Martadi roads connecting district headquarters of Achham and Bajura districts in Far Western Development Region.
This consulting assignment is for upgrading of Sanfebagar-Mangalsen (39.168 km) and Safenbagar-Barjugad section (30.721 km) of Safebagar-Martadi Road to low cost sealed gravel pavement (Otta seal) and new construction of Barjugad-Martadi section (13.769 km) of Sanfebagar-Martadi Road to Feeder Roads Standards of DOR. Approximate cost of these roads will be NRs 880 million.

Assignment Description

Part 1: Detail Survey and Engineering Design of Sanfebagar-Martadi Road (New Feeder Roads Standard) • Design of upgrading to sealed gravel from km 0+000 to km 30+72.1 • Confirmatory survey, update and finalization of new road construction from km 43+100 to km 56+869. • Update and finalization of design of new road alignment for new construction from km 43+100 to km 56+869. • IEE study for upgrading to sealed gravel from km 15+000 to km 30+721 • Preparation of EMAP for upgrading to sealed gravel from km 0+000 to km 30+721 and updating of EMAP for new construction from km 30+721 to km 56+869, • Assess/ Recommend slope stabilization and bio-engineering works • Preparation of Cost Estimates and Bid Documents Part 2: Construction Supervision of Sanfebagar-Martadi Road (Upgrading and New Construction, 56.869 km) and Sanfebagar-Mangaisen Road (upgrading, 39.168 km)-Bituminous Pavement • Approving contractor's work program, method statements, materials sources etc. • Approving and/or issuing working drawings, approve the setting out of the works and give instructions to the contractor • Making measurement and keep measurement records • Maintaining records, correspondence and diaries • Lab setup with quality management system, testing and approval • Certifying work volume and interim certificates for progress payments • Implementation and monitoring of EMAP • Monitoring the implementation of slope stabilization and bio-engineering works • Construction supervision contract administration and quality control and approval of all civil works Contract details of Upgrading of Sanfebagar-Mangaisen Road (39.168 km): • Commencement date: November 11, 2008 • Value of the contract US$ 4,964,794.03 Contract details of Upgrading of Sanfebagar-Martadi Road (56.869 Km): • Commencement date: May 6, 2009 • Value of the contract: US$ 3,960,337.20 Under the supervision of the Consultants the works of both Contracts for Upgrading of Safebagar-Martadi Road (56.869 Km), Contract No.: RIP/EXIM/SMT-01 was completed on November 12, 2011 and intended completion date of Defect Liability Period was on 13 November 2012 and Sanfebagar-Mangaisen Road (39.168 km), Contract No RIP/EXIM/SMN-02 was completed on November 30, 2011 and Defect Liability certificate was issued on July 07, 2013.
