In order to achieve the overall goal of the Department of Roads (DoR) “The reduction in road user cost while keeping total road transport cost to a minimum”, the DoR needs to have regular access to update road and bridge data and detail such as DOR Standards, Manual and Drawings for Road and Bridges, and Updating Bridge Inventory and Bridge Condition Survey so as to facilitate the network planning and maintenance program of DOR. Hence, DOR under the revised scope of works under World Bank funded Road Maintenance and Development Project (RMDP) as extension of works of Institutional Strengthening Component intended to conduct the proposed study.
Project Objectives:
The project objectives in brief included:
• Consolidate and update DoR Standard Designs, Manuals Drawings and Quantity Estimates for Typical Types of Roads and Bridge Elements, Culvert etc. in hills and plains.
• Revise Nepal Road Standards, 2027.
• Updating of the existing Bridge Inventory in the DoR.
• Detailed Condition Survey of selected bridges in the Strategic Road Network and Bridges Condition Ratings.
Services
The objective of the study is:
(A) Preparation of DOR Standard Design, Manual and Drawings for Roads and Bridges including Revision of Nepal Road Standards 2027
• Document/Design Reviews of All Existing Documents Presently in Use in DOR
(2) Alignment Selection and Detail Design of Road Elements
• Prepare a Road Design Manual
• Appropriate design for alignment of roads in hills and plains considering landslide hazard, climate, rainfall as well as socio-economic factors and the environmental issues.
• Appropriate design of various types of retaining structures, drainage structures, minor cross drainage structures and erosion control measures in hills and plains.
• Selection and design of various types of wall structures
• Selection of appropriate cut slopes, embankments, borrow pits and tipping sites in hills and plains
• Selection and application of pavement related test procedures
• Cross-referencing with designs/guidelines and specifications for all of the above works as and when appropriate.
• Prepare Typical Road Design and Drawings including Quantity Details for various Pavement, Structures, Elements of Highway Geometry, various types of Retaining and Drainage Structures, Other Ancillary Works etc.
• Recommendations for necessary revision to Nepal Roads Standards, 2027 highlighting the needs and rationale behind the proposed changes
(3) Detailed design of Bridge Elements
• Review the existing DOR Standard Designs of RC Bridges and Culverts with respect to the latest material and technology available.
• Consolidate and update cost effective typical design of simply supported bridges with and without foothpath for single lane and double lane for different types and spans of bridges such as RCC, T-Girder, Steel Plate Girder, Steel Truss, Pre-stressed RCC and Arch Bridges.
• Criteria/guidelines for selection of appropriate location and alignment of bridge in hills and plains considering landslide hazard, climate, rainfall as well as socio-economic factors and the environmental issues.
• Typical design and drawings for ancillary elements of bridges such as river training and bed protection, delineators, safety barriers, railings, expansion joints, construction joints, bridge bearings, RCC wearing coat, kerb, footpath etc.
• Compile Bridge Design Works in manual form including procedures and examples, with cross reference as and where necessary comprising:
(B) Bridge Inventory Update and Bridge Condition Survey
• Part I:
• Collection and reproduction of all available existing records for each bridge on the strategic road network in designated area.
• Updating each of the existing inventory cards and preparation of new inventory cards for unrecorded bridges in the prescribed format and to the requirements of the DoR Bridge Unit.
• Evaluating the condition of the bridges for which a bridge inventory record card has been produced and prepare reports based on the condition of the bridges.
• Updating the existing electronic database and upgrade the database system.
• Preparing a list of bridges which require priority attention in the follow up detailed condition survey.
• Part II:
• Carrying out bridge condition survey and condition ratings of selected bridges as determined from Part I above.
