Road Network Development Project (Design and construction supervision phase)

Project Description

The Road Network Development Project is developed in response to the Government’s transport development emphasis on expanding the country’s transport facilities to ensure a more balanced development throughout the country and specifically to provide links to the districts currently not served by the roads. The roads covered by the Project lie in the eastern and central parts of the country and represent important links that can contribute to poverty alleviation. The Project addresses the important sector issue of promoting the development o local private sector contractors capable of improving and maintaining roads. The Project assists the Government’s Department of Roads (DOR) to improve its capacity to manage road maintenance works through a program of performance based contractors, road safety and heavy vehicle management.
The main objectives of the project with civil works including bituminous surface are; (i) Pavement Resurfacing and Strengthening of East West Highway (Belbari-Chuharwa, 140 Km), (ii) Road Improvements and Rehabilitation Works (164 Km; Biratnagar-Rangeli-Bardanaga 39 Km, Urlabari-Bardanaga 28 Km, Damak-Gauriganj 22 Km, Dolalghat-Chautara 25 Km, Pouwa Bhanjyang-Phidim 24 Km, Hile-Basantpur 26 Km)), (iii) New Construction of Basantapur – Khandbari Feeder Road (96 Km), (iv) Road Safety Improvement and Axle Load Control, and (v) Performance Based Maintenance (PBM) of 282 Km. Total Value of Consulting Services 208,142,501 (Local JV Partners) and Total Value of Construction works of LCB Contracts: NRs 2,821 million and ICB Contracts: NRs. 1,610 million. Total Project Cost US$ 69.5 million

Assignment Description

Pre-Construction Phase: The major activities carried out are; • Proposed emergency flood damage, landslide slope stabilization design, rehabilitation / Construction supervision and quality control works of Dolalghat to Chautara Road (24kms) and East –West Highway (140kms) • Topographical survey and Detailed Engineering design of about 400 Km using total stations and autolevels for the road sections i) Belbari-Chaurahawa Road)140 Km; ii) Biratnagar-Rangeli-Bardanga-Urlabari Road, 67 Km; iii) Damak-Gauriganj Road, 22 Km; iv) Dolalghat-Chautara Road, 25 Km; v) Pouwa Bhanjyang-Phidim Road, 24 Km; vi) Hile-Basantpur Road, 26 Km; vii) Basantapur-Khandari road 96 km; viii) Basantapur-Mude 13 km; ix) Mude- Khandbari 62.8 Km • Geotechnical Investigation of road surface (400 km), and construction materials including laboratory testing • Bridge Site investigation of Shaba Khola 150 m length, Piluwa Khola 96 m (Single span steel truss) of these two drilling depth for both is >15m, • Traffic count with classification and Axle Load Survey • Road Roughness Survey, SDI-Pavement Survey • Road Safety Audit – Design and Supervision Phase • Drainage, Geotechnical and Materials Survey • Provide training on Baseline Survey data collection and report preparation • Socio-economic baseline survey of influence area of the above road corridors through household survey, PRA, and RRA techniques • Economic Survey and data collection for Transport Benefit Monitoring • Conduction of Survey related Acquisition, Compensation, and Resettlement Plan (ACRP) • Preparation of EMAP of all roads • Preparation of socio-economic reports covering social survey & resettlement and rehabilitation works • Preparation of Resettlement Action Plan (RAP) • Analysis and preparation of engineering design, drawings, quantity estimates, cost estimates • Preparation tender documents for International Contract Bidding (ICB) packages, and Local Competitive Bidding (LCB) packages • Preparation of tender documents for PBM contracts including LCB and ICB Construction Supervision Phase: • Road Improvements and Rehabilitation Works of East-West Highway, 140 Km • Road Improvements and Rehabilitation Works of Biratnagar-Rangeli-Bardanga-Urlabari Road, 67 Km • Road Improvements and Rehabilitation Works of Damak-Gauriganj Road, 22 Km • Road Improvements and Rehabilitation Works of Dolalghat-Chautara Road, 25 Km • Road Improvements and Rehabilitation Works of Pouwa Bhanjyang-Phidim Road, 24 Km • Construction supervision of Bridge span of Piluwa Khola 96m(Single Span Steel truss) • Road Improvements and Rehabilitation Works of Hile-Basantpur Road, 26 Km • Construction supervision of New road construction of Basantapur-Khandari road 96 km • Performance Based Maintenance (PBM) contract of Hetauda- Narayanghat Road 78 KM • Performance Based Maintenance (PBM) contract of Kohalpur- Gadda Chauk Road 204 KM Details of actual service provided as: • Proposed emergency flood damage, landslide stabilization design, rehabilitation / Construction supervision and quality control works roads of along the Central region and Eastern Region Highways Nepal under Road Networked Development Project (RNDP). • Approving contractor's work program, method statements, materials sources etc. • Approving and/or issuing working drawings, approve the setting out of the works and give instructions to the contractor • Making measurement and keep measurement records • Maintaining records, correspondence and diaries • Certifying work volume and interim certificates for progress payments • Assisting employer's representative with the maintenance of consolidated project accounts and with preparation of financial statements and withdrawal applications for submission to the ADB • Certifying completion of part or all of the works • Inspecting the works during the DLP • Advising the employer's representative on all matters relating to the execution of the works • Ensuring compliance with environmental and social impact mitigation requirements • Monitoring process of resettlement of people affected by the civil works and reporting to ADB • Preparation of Resettlement Action Plan (RAP), support during land acquisition through social mobilization • Providing the employers with complete records including monthly progress reports In addition the followings were also carried out; • Supervision and monitoring of poverty intervention component, resettlement plan, environmental (EMAP) and social aspects • Improvement of road safety & axle weight aspects Apart from this advise employer's representative on; • Issuing order to commence the works • Approving variation orders which have financial implications • Approving significant variations quantity • Approving subletting of any part of the works • Approving extensions of contract time of civil works contracts
