HMG/N established Balaju Industrial District in 2016 BS. Later in BS 2045, HMGN in its own ownership following the public limited company act established the company called Industrial District Management Ltd., with the objectives of bringing all the industrial districts of Nepal under one umbrella and particularly providing infrastructure facilities and efficient management services to the industrial districts as per the government’s planned policy of this industrial sector in Nepal.

The Industrial Districts established so far is 11. About 435 different industries are established under its umbrella, in which 332 are in operation, 43 are under construction and remaining 60 are in bad shape. Those over 400 industries established fall under over fourteen different categories.

IDM at present has 34 posts in the Central Office at Balaju and about 282 posts at various industrial districts making a total of about 316 posts of various levels and discipline including the regional offices.

This study is intended to assess the present organization and recommend the appropriate restructuring of IDM such that the IDM can cope with the challenges that are emerged in the management of industrial estates particularly taking into consideration of open and liberalized/ market driven economy and industrial policy.

Assignment Description

Review of relevant literature – govt. plan, policy and strategy and IDM function, role and organization defined including personal employed, • Examine the nature, type and causes of problems of IDM organization and working • Recommend based on the analysis of information/data collected through secondary and certain primary data, the revised organization in line with the government industrial policy • Propose line of command/communication, functions of departments, branches and units • Propose job descriptions of the senior staff • Propose policy in man power planning and development/strengthening - HRD • Propose personal management system; HRM – reward and punishment etc. • Propose implementation plan and • Prepare final report after incorporation of Client's suggestion and comments from the Client.
