Survey, Environmental Study and Detailed Design of Kathmandu CFS

Project Description

Inland Clearance Depot (ICD) plays an important role in improving the situation by facilitating speedy customs clearance, quarantine inspections and storage facilities. As a major north-south and east-west corridors intersect in Kathmandu Valley, the CFS is intended to serve as an ICD with bonded area. The Government has received under Nepal India Regional Trade and Transport Project (NIRTTP) a loan of USD 15.5 million to design and build a CFS serving as an ICD in Kathmandu. Total Project Cost NRs. 2,177.99 million.
• Part 1:Detail survey, consultation, assessment, environmental and social screening, and preparation of master plan for CFS and IEV
• Part 2: Detail Design of complete CFS/ICD infrastructures including connectivity, power, water supply and Sanitation, Environmental Impact Assessment, Environmental Management Plan (EMP), Social Impact Assessment and Resettlement Action Plan.

Assignment Description

The scope of the works carried out by the consultant: Fig: Master Plan Design of the IEV • TASKS INVOLVED FOR PART-1: (Master Plan Preparation of International Exhibition Venue (IEV) and Inland Container Depot (ICD)) • Topographic and land use survey • Detail Survey with reference to a geodetic point established by Department of Surveys of 50 hectare of land at Chovar to determine the boundary and the sandwiched stretch of F022. • Set the boundary of the land by with the help of Land Measurement Office and drive in concrete boundary pegs. • Set a permanent traverse through which the planned infrastructures could be laid out at the field. • Prepare land map and master plan to accommodate the necessary infrastructures including water supply, drainage and waste water system, water supply reservoir and septic tank for sewage for CFS/ICD as well as an IEV with essential components and an aesthetic landscaping. • Capacity determination of the CFS/ICD Review and assess the capacity requirement for the CFS/ICD at Kathmandu based on secondary sources .The capacity determination for all the different uses within the CFS/ICD was prepared; Carried Out OD and Traffic Survey • Development of a conceptual master plan in separate layers as following: • Location within the CFS complex showing: Bonded area; Administrative area; Ancillary services area; Security area; Staff accommodation • Phases of CFS development and allocation of area for future extension of the CFS • Measures for environmental protection and mitigation, as identified through environmental and social screening and scoping • Location within the IEV showing Display area; Meeting halls; Amphitheater; Internal circulatory roads; Greenery and landscaping area; Gate complex • Proposal for connectivity: Connectivity of the CFS to F022; Connectivity to the IEV; Realignment of a portion of F022 • Stakeholder consultation in the following forms: • Consultation with about 15 different entities in the form of meetings • Validating workshop with representation from stakeholders • Environmental and Social Screening and Scoping Report This covers indication of key environmental and social issues for both CFS/ICD and IEV as well as recommendations for the site master plan. Detailed scoping and TOR developed for EIA for the CFS/ICD only. Corresponding EMP and RAP are formulated. • TASKS INVOLVED FOR PART-2: (Detailed Design of CFS/ICD) • Conduct geotechnical and hydrological study • Study of the geological map of the area • Study seismological record for Kathmandu Valley • Study of the metrological data from the nearby stations and hydrological data of the adjacent section of Bagmati River • Detailed design of the CFS/ICD and associated structures • Structural design of the Steel and RCC structures • Design for electric power line, power backup system and internal wiring plan • Design for water supply system and plan for plumbing • Design and wiring plan for telecommunication and data flow system • Design for rain runoff channelization, waste water disposal and plan for waste water plumbing • Design for firefighting and emergency warning installation • Subsoil exploration, design of foundation and retaining structures • Design of realigned Feeder Road Section and internal circulatory road network with required structures, signs, and safety features • Design of road pavement, parking yard and street light etc. • Conduct the detailed design of all the necessary infrastructures including required for a complete and fully operational CFS/ICD with essential components and an aesthetic landscaping • Design the required safety and security requirements based on international best practice Features of Facilities and buildings designed S.N. (Sq. ft.) 7,273.6 Sq. m (78,292 Sq. ft.) • Preparation of Detailed Design Report: • Statistical analysis and design of structures, power supply system, water supply system, telecommunication and data flow system, waste water disposal system, firefighting system, design of realigned Feeder Road and internal circulation road, foundation and retaining structures, Landscaping, etc. • Specifications for the proposed work items, • Resource based construction schedule including the required equipment, • Quantity estimation for work items, • Rate analysis for the work items using the Approved District Unit Rates and cost estimation, • Work packaging and phasing of the construction packages and corresponding supervision services • Conduct EIA and EMP for the CFS/ICD • Carry out and documenting of stakeholder consultations, including but not limited to official public hearing at the project site (as per EPR 1997 rule 7.2) and additional meetings and consultation events as necessary to meet World Bank safeguard policy requirements; • Preparation of Scoping and TOR, existing environment (Baseline data), legislative and regulatory considerations, determination of the potential impacts, analysis of alternatives. • Development of an Environmental Management Plan and mitigation measures • Identification of institutional needs to implement environmental impact assessment recommendations • Prepared environment monitoring, auditing and management plan for implementation. • Final EIA Report prepared and submitted to the Client and Ministry of Forests and Environment and approved.
