Technical Assistance to Nepal Livestock Sector Innovation Project (NLSIP)

Project Description

The main objective of the assignment is to adopt approaches for effective market linkage, response to national demand of livestock and livestock products, value chain linkages, knowledge based management for scaling up of research results and innovations, gender and youth inclusion, awareness on nutrition, reduction of greenhouse gas emissions, adapting climate smart agriculture, private sector and citizen engagement for the sustainability of the project.
Key areas of the TA support in the project are:
• Assisting PMU in the development and formulation pertinent policies, acts, plans and strategies.
• Assisting PMU in sectoral innovation and modernizing service delivery relating to livestock production and health.
• Assisting PMU in promotion inclusive value chain for selected livestock products
• Support in project management and knowledge generation.

Assignment Description

Component A: Strengthening of Critical Regulatory and institutional Capacity • Approval of Animal Health Policy by organizing a stakeholder consultation workshop. • Preparation of the concept note for the formulation of infectious Animal Disease Control Act. The concept note was approved by the Council of Ministers. • Formulation of Infectious Animal Disease Control Act and Animal Welfare Act by organizing a workshop. • Drafting the proposed Animal Nutrition Strategy submitted to the DLS. • Review and feedback on the draft Capacity Enhancement Need Assessment (CENA) report prepared by a consulting firm and provided feedback. Component B: Promoting Sector Innovation and Modernizing Service Delivery • Formation and mobilization of producer's organization (Farmer Groups and Cooperatives). • Preparation of various activity implementation guidelines. • Implementation of animal feed and fodder development activities. • Training to POs. • Development of Standard Operating Procedures. • Preparation of ESMPs and ECoPs for project initiated activities and ensuring compliance to the project ESMF. Component C: Promoting Inclusive Value Chains for Selected Livestock Commodities • Development of productive partnership among value chain actors in selected livestock value chains-dairy, goat meat and pashmina. • Buyers' Assessments in Dairy, Goat Meat and Chyangra Pashmina value chains. • Preparation of guidelines for awarding matching grant to eligible POs. • Facilitation and support for the Preparation of Matching Grant Sub-Project Concept Notes and Full Proposals. • Awarding matching grant to eligible producers to finance their business plan. • Technical backstopping in implementation of the project supported matching grant sub-projects. • Regular monitoring of sub-projects and disbursement and grants. • Business plan preparation and operation of project supported livestock markets. Component D: Project Management and Knowledge Generation • Development of M&E Strategy and plan. • Facilitation in putting in place effective Grievance Redress System. • Development and operation of Project Information Management System (PMIS) • Designed, undertook and supervised baseline, annual and endline surveys to track the project progress. • Ensured safeguard measures in project initiated sub-projects. • Development of communication materials and technical publications.
