Terms of Reference for Leasing out of Proposed Charkhal Commercial Cum Office Complex, Department of Building

Project Description

After conducting feasibility study in 1999, Department of Building proposed to construct seven stories modern Office cum Commercial Complex after demolition of old Charkhal Adda by lease agreement with private developer. The complex will have basement parking, office spaces for government and private office, shops, multipurpose halls, restaurant, lifts and escalators, bathrooms and other facilities. The estimated cost is about NRs. 230 million and estimated construction period is seven years.

The document prepared includes background of project and its requirements and conditions to be maintained by the party, general condition of contracts and various forms to reflect technical, financial, experiences and methodology with work schedule.

Assignment Description

Review of existing laws, regulations, and practices within the country in relation with lease contract agreements • Defining objective, scope of work in the lease contract Terms of Reference • Defining General Terms for Bid Preparation, which include cost of bidding, site visit and verification, amendment of the document, language, duration of lease period, key personnel, tentative programme, support from DOB, etc. • Defining Application and Bidding Procedure including standard evaluation criteria supported by Standard Forms to show Technical, Financial, Past Experiences, Methodology, and Work Schedule
