The plan aimed with an objective to ;
• Formulate a long-term, comprehensive strategic Master Plan for tourism development in Nepal for both international as well as domestic tourists.
• Prepare a comprehensive 15-year Tourism Development Program comprising of a 3-year rolling plans.

Assignment Description

For Immediate Objective One: • Setting objectives and policies for tourism development in Nepal, including consideration and conservation of natural and cultural resources; • Preparation of Inventory and evaluation of existing and potential tourism attraction features, including a complete survey and inventory of tourism development potential paying particular attention to natural, cultural, religious (pilgrimage), adventure, entertainment and special interest attractions; • Identification of the long-term potential type and scale of tourist markets (i.e domestic Nepalese, Indians and foreign) related to the tourism resources of the country and other relevant considerations; • Identification of existing tourist areas in need of refurbishment and upgrading, tourism development areas and related major secondary tourist attraction features, and transportation access and service network • Identify and Propose Socio cultural and environmental impact control measures • Estimation of Economic cost benefit analysis of tourism development and its measurement through contemporary tool like Satellite Accounting • Revision and recommendation on improved tourism related legislation and regulations and their application procedures • Prepare Tourist facility development standards and design guidelines for new development and also for the upgrading of existing facilities • Conduct Tourism manpower analysis and assess training requirements • Workout and recommend appropriate institutional arrangements for tourism development • Recommend suitable techniques to encourage private sector investment in tourism development policies and plans • Prepare Draft and Final Reports on Tourism Master Plan Immediate Objective Two • Prepare rehabilitation program for infrastructure and heritage sites in existing tourist areas • Prepare overseas marketing and public relations program and promotional activity • Prepare specifications of development areas and projects within those areas for five-year period, or five to ten year period if deemed appropriate, with general cost estimates for each projects • Prepare and recommend on improvements to existing, and approaches to new tourist attraction features and activities. • Identification of improvements required to existing accommodation and other tourist facilities and services beyond the rehabilitation program • Improvements required to air service access (open skies) to Nepal • Pre-feasibility studies for tourist centers, each on a different ‘type’ of tourism (adventure, flora/fauna, culture) • Prepare a five-year marketing strategy and promotion program • Prepare Tourism Crisis Management Strategy and Actions and Other actions required, if any • Draft and Final development program reports
