Traffic, Surface Distress and Road Roughness Surveys on strategic Road Network, 2009

Project Description

The overall of the objective of the Consultancy Services is to carry out Surface Distress Survey, Road Roughness Survey and Manual Traffic Count and Vehicle classification survey on Strategic Road Network (SRN) in order to continuously updating the database on Road Network Database System (RNDS) at HMIS Unit, so that overall goal of the DoR are met that are sufficiently backed up by strong and reliable datasets.

Assignment Description

Surface Distress Measurement on Bituminous and gravel SRN roads covering about 4240 km • Carry out surface distress surveys and measure the major and minor distresses like potholes, distortions, bleeding, cracking (alligator, longitudinal/transverse, block), rutting, surface wear/raveling, corrugation/slippage/shoving, landslide stretches etc. Extensive cracking and depressions will be noted down during field survey. And sampling size to be adopted as 20% (100 m at the end of 500 m stretch) for distress survey • Consultation with Division Road Offices/ ongoing projects and past study completion reports and thus update link wise and chainage wise the (i) surfacing age, and (ii) rehabilitation/construction age and type of surface. (B) Road Roughness Measurement on bituminous SRN roads covering about 3900 km • Review of the relevant documents on road roughness and familiarization with the principle, theory and practice within Nepal and in similar conditions elsewhere and new technologies and development in measurement and its management. • Install and Mount the Bump Integrator (BI) onto the suitable four wheel drive vehicle as mentioned and Install and calibrate the odometer (Survey master) onto the same vehicle in order to measure the distances which facilitates in identifying the road links accurately. The node points of the links and sub links should be clearly and accurately to be noted down. • During calibration, test trail and field measurement maintain the recommended speed (less than 35 kmph, preferably 32 kmph) and tyre pressure. • Submissions of results of surveys in a format approved by DOR along with copies of the raw survey data with summary and enter it into RNDS database. (C) The Traffic and Vehicle Classification Surveys are carried out at predetermined 140 stations of SRN spread all over Nepal. The scope of this service include: • Review the previous reports and familiarization with the theory and practice of carrying out manual traffic volume and classification surveys in Nepal and elsewhere. • Prepare basic enumerators training guidelines consisting on how to be alert, work diligently, how to fill the firm, how to identify the vehicles, identifying local traffic, filling the survey forms like; correct location, reference number, date, and time and signatures etc. • Carry out the manual classified traffic count surveys for 72 hours periods. The traffic count need to be carried out on normal situation and care to be taken to exclude local vehicle/traffic. • Determine the exact location, according to the DOR Road Referencing System, and get approval for each survey location and submit this information as part of final report. The locations are to be fixed in such a way that the local vehicles are excluded. • Record and submit the results of the manual traffic volume and classification surveys on the data formats suitable to the RNDS database of DOR.
