Updating the Technical Directives to make it a legal document of the Roads Board Nepal

Project Description

The main Objectives of the proposed consulting package regarding the optimization of the Technical Directives are:
• To reframe and rephrase the TD to make it compatible with the RB rules 2060 and the PWD of HMG/Nepal.
• To write additional chapter on administrative and managerial procedure of the Board’s work in terms of the Ministry, Road Agencies, and any other entities, which are considered to be interacted during the Board’s work in future.
• To write additional chapter about the fund flow mechanism to and from the Board to the Road Agencies.
• To probe the possibility of using users committee at the local road agencies to carry out the road maintenance works in a transparent, accountable, and efficient and effective manner, at he same time retaining adequate control over it from the Board or the Road agency such as the DDC, MC, and DOLIDAR.

Assignment Description

Identify differences, conflict, and incompatibilities of the consultant's TD with the recently approved Roads Board Rule 2060. • Avoid the differences, ambiguities and conflicts with the rule. • Reframe and rephrase the TD to make it compatible with the RB rules 2060 and the PWD of HMG/Nepal. • Write additional chapter on administrative and managerial procedure of the Board's work in terms of the Ministry, Road Agencies, and any other entities, which are considered to be interacted during the Board's work in future. • Write additional chapter about the fund flow mechanism to and from the Board to the Road Agencies. • Probe the possibility of using users committee at the local road agencies to carry out the road maintenance works in a transparent, accountable, and efficient and effective manner, at he same time retaining adequate control over it from the Board or the Road agency such as the DDC, MC, and DOLIDAR. • Reframe the consultant's TD in more comprehensive directive framework. • Re-write whenever and wherever necessary, the TD in such manner that the final outcome shall reflect as a document with legal status once it is approved by the Board. While doing so, focus shall be given to make it more easily understandable and shall be written in the simple language. • Optimize the formats recommended by the consultant as regards to the ARMP and its preparation. While doing so wider interaction with the people experience in this field shall be consulted. Possible people to be contacted for advice on improvement of ARMP formats are given in forthcoming pages and Receive advice from the SMDP/MBDOR and SMDP/SDC, DRSP/SDC, and DOLIDAR in order to make the ARMP format more comprehensive. • Prepare the draft and discuss it with the Road Board, Incorporate the valid recommendations from the Board and other experts consulted for feedback, Prepare final version ready for approval and submit the same to the Board's Security. • Review and analysis at least apart from any of the possible of literatures, the TD submitted by consultant, The Road s Board Act 2058 The Road Board Rules 2060 and the Public Work Directives of HMG/Nepal. • Discuss for the improvement with different necessary concerti's as NPC, MOF, MPPW, FCGO, DTO, DOR, DOLIDAR, sample DDC to make the report more comprehensive and functionally workable. • Find feedback from the concerned personnel working now in road maintenance management sector.
